>A telecommunications carrier shall ensure that any interception of communications or access to call- identifying information effected within its switching premises can be activated only in accordance with a court order or other lawful authorization and with the affirmative intervention of an individual officer or employee of the carrier acting in accordance with regulations prescribed by the Commission.

I'm not a lawyer, but it's clear to me that the word "only" is doing a lot of heavy lifting. Two wildly different interpretations of the law hangs on a single word.

i have hunch, secure ISP makes government surveillance hacking difficult.

It truly is amazing how America is performing a public suicide. Iran and China and such must be laughing their asses off. The disintegration of America is happening without a shot fired.
