think about how they determine it is you that opens the account. theres only so much info you need to provide them, so it will be in there.

i doubt they would give back your old account. perhaps they will block your cards/bank acct/email from making new accounts.

most providers of servers/compute have strict rules against things like mining on their infra, and they dont take it lightly or unban. if it was against their TOS they will not do it.

they cant stop you making a new account if they do not know it is you though.

i can imagine if you have a different email and payment source its legitimate enough to allow u.
