Nice, so the town gets a bundle of cash to loot and the homeowners affected by the datacenter get... a datacenter. Why not deliver the money directly to the the people affected rather than using it to grease the local politicians? Oh, duh, I guess that was the point.

In the US, citizens elect their town council. In some cities the citizens also elect their mayor directly, while in others it is the town council that does.
