Part of the problem is that they are often asked to produce talking points/briefs on subjects that have little-to-no knowledge of on a very short deadline. There is an over-reliance on whatever group, social media outlet, or webpage that has something they can include in talking points.

Nothing baffling about it. Politicians need voters to identify with them. Except in a few places, any whiff of competence interferes with that identification.
