this is horrible and it's against the will of the children but it's not kidnapping as defined by the law.

Actually, I guess you are right, since it becomes "legal" once the parents have signed the child's rights away to a 3rd party.
It's a real shame that signing away your child's rights, without them present in a court of law, is not illegal.

Same thing happened to me! It reads like a fictional webcomic until you start seeing the little things included like 'real headcount sheet' and then its WTF, this is real?
