I hope they can figure out something more efficient than daily commuting, because there a lot of state workers in Sacramento and not many roads crossing the Sacramento river, so the more state workers commute, the longer you have to sit in traffic to cross the river.

Sounds about right. RTO is all about control, not collaboration. RTO brings executives comfort.

Probably also taxpayers and voters.

As a California taxpayer, I’m not certain what the best way is to foster productivity and creativity amongst the state workforce, but whatever those things are, they are not the same things probably from 50 years ago.
