This is already happening. There are at least three "private internets" that I'm aware of in my city. They don't (generally) interface with the larger public internet, though, aside from using it as a pipe when other communications methods are too costly. Providing too much of an interface with the public internet would eliminate a lot of the benefit of doing this.
