Its not even a thinly veiled attack on China, https://darioamodei.com/post/we-must-pace-the-frontier explicitly calls out China as the boogey man.
I'm by no means a fan of all of China's methods – its a country riddled with issues and contradictions, but can any country claim otherwise, can the US?
I've often wondered how executives and politicians can be so brazenly dishonest and still hold a straight face. One explanation is they really believe the lies they tell, but I can't believe that in this case.

I think it's pretty clear that the U.S. and China are in an AI arms race - and I didn't see where the essay said anything like "boogey man". I think it merely cites China as the competitor. No?
But I agree entirely - the U.S. does not have the moral high ground it once did. Which is a tragedy. I think by and large it was a good thing that the U.S. beat the Germans to nukes. Today, I am not sure who I should be rooting for.
