This is a guy who tried to get a wire across high voltage lines with a self-made rocket to short the wires. Obviously Russia again is too incompetent to achieve such a simple goal.

An increasing pattern is Russia paying local thugs / simpletons small money to do this kind of stuff. Not necessarily introducing themselves as Russians. There’s well documented cases in the UK and Poland.

In this case it looks like money wouldn’t even be necessary, egging on would perhaps be sufficient.
