Structural issues(which wouldnt make the assistive tech user access the tags of the pdf) - 1.3.1 and Language of parts - 3.1.2(mostly on the type of the content of the pdf but exposing different language tags to different language content in the pdfs)

small correction, the untagged content (structural issues) is the highest and headings and labels issues are the lowest.
