Those are the two options. Either our political system continues, in which case yes, they will de facto give up money, power, status, and legal protection. Or our political system does not continue, in which case all bets are off.
We're in a very precarious position, but the actual ICE goons' own preferences to retain money/power/status will not be a relevant factor at all.
I don't know what history you're referring to, because the most salient comparison set is obviously the last 250 years of American history. Across those 250 years, administrations and policy configurations have changed over just fine dozens of times.
If you're comparing this to some other country's challenges with getting rid of a security force, which other countries had comparable institutions and a comparable balance of weaponry between "the security forces" and the public they are trying to oppress?
