If your address is in the phone book or a public databases online, but I publish it on my social media account and talk badly about you, would you consider it 'doxxing'? Most people would.
Sure, the information might be public, but posting it to the public and knowingly putting a spotlight on the people that own these properties IS doxxing.

Even informing someone where to get the record breaks most web sites policies. It also violates the DMCA, when done for copyrighted data.
