A boat like this, with a VIP on board, should never go on a rescue mission. That's the best way to get boarded and for the VIP to be captured.

I assume the reverse is also true? Randoms should not attempt to aid or rescue VIPs, only approved agencies/organizations should attempt to intervene. A cargo ship filled with unwashed poors shouldn't be reaching their filthy hands out to rescue a drowning VIP, am I right?
