Oh dear. Lightsail instances are burstable t family instances. Of course performance is going to be variable; they're generally oversubscribed and subject to noisy neighbor workloads. It's not directly correlated with region.

AWS Lightsail gives some nice bang/buck at $24 but some regions def better than others...
