I started working on this about 3 years ago as a proof-of-concept. It's still in early stages - I'm building it without external funding, on and off in my spare time.

The idea is to somehow measure vendor lock-in with cloud service providers. I'm not against cloud — I use both AWS and Azure myself — but relying entirely on US hyperscalers feels like a risk worth being able to quantify.
