That it's not 100%? There is no material reason to have children, it's only a burden that opens you to constant normalized harassment from society.
It's sorta like starting a business in Europe.
I don't see any of this changing until a world government stops government and corporate labor extraction at the expense of pair bonding. That's the conservative take, the moderate one is that the era of humans is totally over and we will either be entirely replaced by robots or transhumanists. Since society already treats people like cogs I doubt there will be much real resistance to the genocide of all humans.

Your take is a little sour, but I agree with the direction. If your children (or nephews/nieces) matter as your bodily protection and old-age assistance, you want to raise grownups. Children are indeed a burden, they're cute and fun but that's a luxury like exotic pets. Once the larger society will provide care, or you just don't care about extending into the future, why bother? At that point, if you have contraception, even bodily urges in the now don't create children. Which is why polulation-maxxers hate contraceptives.
