It's a bit incoherent with both "won't tell you which one, it's a secret confession" and "I'm a developer who handed in notice yesterday". Also, I tried to find anything listing those 2 fees and nothing seems to come up.

I'm suspicious about this being real. (I mean this specific case - we do have the proof of similar bad behaviours already)

(My understanding was) the OPs implication is that every delivery company is doing this and there are no actors not exploiting this.
