Not sure: Esp. since if you take a look at the next plans:

- electric vehicles are no more a strategic target, so subsidies will stop

- they do clearly shape their economy according to whatever future prespective

- next big topics are: biotech, robot & AI manufacturing etc.

- i would say this is clearly "industrial policy"?
