It was not difficult to recognize low-hanging fruit in things like this as building increased about 30 years ago.

When drive space was expanding even faster than the salaries of drive+data experts, there were not enough to go around so way more drive space started being wasted to begin with, and with exponential financial growth lots of people could better afford just taking up more space than they could optimizing very much at all.
