There seems to be a tipping point when a language ecosystem's work is mainly about design to it being mainly about broader governance issues. Good design needs a grand vision. Good governance needs broad participation.

I wonder if @rtfeldman has some thoughts on what milestones might mark the need for a transition. I also wonder if the experience of the Elm community has taught him any lessons here.
