To me, when I set the limits on an axis, the plotting software should not extend that axis by an extra 5% or so by default. It should just do what I tell it to do and nothing more.

You can tell he used to be a working engineer. Until at least 1990, picking off values from a plot in a paper or book was extremely common, this attitude was almost universal in engineers doing calculations.
