I believe this is the same ongoing investigation from earlier in the year, where Chinese nationals were alleged to have smuggled in materials that can be used for agricultural terrorism (https://www.cnn.com/2025/06/04/us/chinese-researchers-smuggl...). The newly charged individuals I think are additional participants in this scheme.
