It is a rather absurd view that any country might see investment into it as a problem that needs solving. That is the icing on the cake of globalisation, this is what countries dream about... But well, the view that immigration is a problem, is in its core just as absurd, and we see that everyone and their dog seems to think that way.

It's a problem when money and people are trying to escape the country, not when they are trying to get in.
