That sounds really irresponsible and dangerous. Am I missing something? And the survey apparently called naps “controlled rest phases” - maybe as a tactic to get people to admit to the truth. But does it indicate there may be “uncontrolled” naps as well?

I assume controlled means the captain says "hold the yolk for a few minutes will ya" and the copilot says "sure." Uncontrolled would be nodding off without warning.
