This is wild, but I can believe it.

At previous job, the management wanted to optimize Azure costs, so they hired a consultant, who immediately went with the easy picks, like using reserved instances, all with pretty graphs and shiny saving percentage numbers on his presentations. At no point there was even a single consideration of "do you guys even need these instances at all? what is this?". So that's how it works, hopefully not always.
