LLMs interpret RFC 2119 as the following:

- you MUST do something, if doing so would eventually cause harm or mischief; otherwise, something SHOULD be done.

- if you SHOULD do something, that is OPTIONAL.

- if something is OPTIONAL, it could NEVER be done.

- therefore, it may NEVER be done, unless not doing so would result in doing so would eventually cause harm or mischief.
