Does this actually matter? Insurance costs are are ultimately set based on the total insurance payouts and number of buyers. The only macro effect I see of this is that Medicaid has been slightly subsidizing non-Medicaid insured people.
The resources spent on chasing this down, however, costs real resources from Medicaid and the insurance companies, that ultimately get passed on to everyone, increasing the cost of healthcare.
We could just not pay for any of the pointless bookkeeping that is the medical insurance industry, and just have the government fund medical care directly. The tax increase to pay for that is just changing a line item on people's paycheck from "insurance" to "tax"
