Post that are not in English are usually ignored or flagged. It's better to link to the English version https://c2montreal.com/en/ that has the same design. (It's hard to switch from the FR version to the EN version. Perhaps the problem is that the preferred language of my browser is ES?)
Most of the time the discussion here is about the content. If you want to discuss the design is better to make the submission and a minute later make a comment explaining that you like the design (and add some personal remarks or a link to the designer explanation). Sometimes people will follow the trend and discuss the design, and sometimes people will ignore the comment and discuss whatever they want.
What is the moving part? The river? And a mountain in the bottom and the Sun at the top? (Is Montreal sunny?)

My recomendation:
* From the guidelines, a few repost are OK. Try a second time.
* Wait until Monday, so pepple don't complain you are reposting too much
* use the /en/ URL to force the language
* use the English title
* post a comment explaining you like the design. Add some info so it's not too short, let's say 2 sentenses.
* if you find,more info abput the design, add it to the comment. (I found a post in Instagram by the designers of 2023, but it is just the image, no backstory.)
* cross your fingers.
