Are we now at the point where it sense to launch a "consumer interconnect provider" which blocks general internet access and only allows VPN traffic (let's say it could allow access to non-standard ports on known cloud-provider and VPN provider ranges. Could go as far as DPI to only allow known protocols)
If done "right" it would arguably be one of the only realistic ways to safely operate an "ISP" in Italy.

No, they will also be required to block VPNs if you do this. The government has been clear that it is stopping at nothing in the name of stopping piracy (which won't be stopped).
The way the government will change their mind is if the internet entirely shuts down in Italy, but that won't happen because there are enough people willing to risk a year in prison to make money. Piracy, of course, would continue over leased lines.

That wouldn't fit under the currently pushed formulation of the law, as I understood it from TFA at least? So while I don't doubt you it will be a matter of time, it's not clear how long that will take, how such and amendment would look, and what pushback that might face from business whi might now become affected by that new legislation patch.
