People complaining that only one edition seems to meet the specs: Why not print up a run of Bibles that meet the specs and offer them under the name of whatever cause you want to promote, then?

Good idea in principle. The texts are all royalty free.
The RFP defines value as (1) mandatory requirements and (2) lead time for delivery, which they later specify should be 2 weeks. That’s a steep schedule for such a production from scratch.
