As I expected, this is just someone sharing Tim Peters' post (previously on HN: https://news.ycombinator.com/item?id=41702617) on the Discourse forum. Specifically, Ethan Furman (who was definitely a likely candidate, had I thought about it a bit more). Good to see that the matter is still being pressed and that PSF leadership cannot hide it completely.
