Why is a very important question, even more so than the article makes it out to be. The drug cartels are businesses. A product as "successful" (for them) as fantanyl is not something they're going to give up on. Unless they have some else in mind that can be as financially successful.
Put another way, the loss of revenue needs to be filled. What's next?
