For some reason this reminded me of permaculture.

Permaculture = permanent + agriculture

One doesn't have to pay tax if on income or expenditures if one does the work, makes the product, or trades.

Are knowledge and skills are considered wealth?

I am personally quite minimalist and trying to reduce my needs, but I'm not convinced this is what wealth is. A better description would be "wealth means having more than your neighbors". Want to feel wealthy? Relocate to Ethiopia.
