Landlords letting shelter be fallow in order to skirt regulations looks like a capital strike(1)

In this case that strike was effective and now they can get their profits.

Centralized economic decisions are always disastrous and in this case the govt wasn’t competent enough to manage it, to the point that capital won this game.
