digital sovereignty is turning out to be one of those national security priorities which nobody really thought about when it would really have made a difference.

More relevant than discussions on digital sovereignty, Telegram is renowned for being founded, owned and operated by a Russian oligarch with ties to Russia's regime, and it is presumed to be controlled by it as well.
