So limited information here it's hard to say why, but I'm in the UK and have had similar applicants in the past that I've rejected. Usually the reasons have been like having a limited term visa that the company was unable to sponsor, or the person applying is trying to transition career and so their experience isn't directly relevant e.g. trying to move from business analyst to software.
