People got addicted to cannabis as kids because it was banned and was a forbidden fruit and kids love forbidden fruits. Now they are not kids anymore but high-earning professionals (those from the working class instead, went to jail because cannabis was still illegal and what gets a working class dude to jail, a middle class kid can usually get away with). But they stay addicted. New kids don't care about weed because it's now legal and so they never develop an interest to it because no cool factor.
